Canada PR Consultant in Delhi: What the Process Involves

Canada PR consultant in Delhi explaining the permanent residency process to an Indian client

A Canada PR consultant in Delhi does substantial work, but not the work most applicants think they are paying for. Here is what each stage involves, what it costs in time, and what no firm can do for you.

KEY TAKEAWAYS

A Canada immigration consultant in Delhi prepares and manages your file. Only a Regulated Canadian Immigration Consultant, lawyer or notary may represent you before the Canadian authorities for a fee.

The preparation stage, credential assessment, language testing and documentation, is usually longer than the application itself and is the part within your control.

A provincial nomination adds 600 points to an Express Entry profile. For most candidates below the general cut off, this is the route that matters.

No consultant can tell you the score at which you will be invited. Cut offs are set per round and move with the pool.

Paying for a Labour Market Impact Assessment or a job offer is an offence in Canada and puts your application and your money at risk.

The short answer

A Canada immigration consultant in Delhi assesses your eligibility, identifies which programmes and provincial streams are realistically open to you, manages the educational credential assessment and language testing, assembles the documentation, and prepares and submits the application. What a consultant cannot do is influence the decision, predict a cut off score, secure a job offer or guarantee an outcome. Representation before Immigration, Refugees and Citizenship Canada for a fee is restricted to Regulated Canadian Immigration Consultants, Canadian lawyers and Quebec notaries. Our Canada page sets out the routes we advise on.

What the work actually consists of

Applicants often imagine the value sits in the submission. It does not. By the time an Express Entry profile is submitted, almost every decision that determines the outcome has already been made. The work that matters happens before.

Stage one: profile assessment

Your occupation is matched to a National Occupational Classification code, your education is scored, your language ability is estimated against Canadian Language Benchmarks, and your profile is scored against the Comprehensive Ranking System. The output should be three things: your score today, the specific components that can still be moved, and an honest statement of which routes are open, marginal and closed.

A Canada PR consultant in Delhi who cannot produce this in writing at the outset is not yet in a position to take your file. The underlying system is explained in full in our guide to how Express Entry and the Provincial Nominee Programme work together.

Stage two: credential assessment

An educational credential assessment from a designated organisation, commonly World Education Services, IQAS, ICAS or CES, is required for the Federal Skilled Worker Programme. It is valid for five years.

The delay here is rarely the assessing body. It is the Indian university, which must send sealed transcripts directly. That step is outside both your control and the consultant’s, and it is why this should start first rather than last. The full sequence of certification and evaluation is covered in our guide to preparing documents that hold up.

Stage three: language testing

IELTS General Training, CELPIP for English, and TEF or TCF for French. Results are valid two years for immigration purposes.

Language is the highest yield item on most Indian profiles, because it feeds both the core points and the skill transferability points. A single band improvement can move a score by more than the tables suggest. A consultant who does not push for a retest when a retest is worth points is leaving your case weaker than it needs to be.

French deserves separate attention. Strong French adds up to fifty points and qualifies you for the highest volume category based round. Recent draws bear this out: in one May 2026 round, IRCC invited 4,500 French speaking candidates in a single category based selection. For a candidate with time and no competitive English score, French is frequently the better investment.

Stage four: documentation

Experience letters that state duties in enough detail to match the occupation code, supported by payslips, Form 16, EPF records and appointment letters. Proof of funds, seasoned rather than freshly deposited. Name and date of birth reconciled across every document against the passport.

This stage produces the most refusals and the most requests for further evidence, and it is where a competent consultancy earns its fee.

Stage five: entering the pool and targeting streams

The Express Entry profile is created, and provincial streams matching your occupation are tracked. Provincial intake windows open with little notice and close quickly, so the file has to be complete before a window opens, not assembled after it.

Why provincial nomination is usually the strategy

A provincial nomination adds 600 points to a profile scored out of 1,200. It converts a marginal profile into an invited one. For any candidate not scoring at the top of the pool, this is the primary route and Express Entry is the mechanism that processes the outcome. Our Programme PNP page covers the provincial streams in more detail.

The 2026 to 2028 Immigration Levels Plan makes this more accessible than it has been. Total permanent resident admissions are set at 380,000 a year with an operating range of 350,000 to 420,000. Within that, the Provincial Nominee Programme admissions target for 2026 is 91,500, against 55,000 in 2025. Federal High Skilled admissions sit at 109,000 for 2026.

Individual provinces move independently and at short notice. Manitoba held its largest provincial draw of 2026, inviting over 900 candidates, and British Columbia ran consecutive draws for skilled workers and entrepreneurs. A consultant working effectively will be tracking which provinces currently list your occupation code, rather than describing the Provincial Nominee Programme in general terms.

What no consultant can do

  • Predict your cut off. Scores are set per round and per round type, and move with the pool. Any specific score presented as what you need is either a past general round result quoted without context or an invention.
  • Obtain a job offer for you. A consultancy that offers to supply one, or to arrange a Labour Market Impact Assessment for a fee, is describing an offence under Canadian law. It puts your application, your money and your admissibility at risk. The wider pattern of such claims is set out in our guide to reading overseas recruitment and immigration claims.
  • Accelerate processing. Published processing times apply to everyone. Files are processed faster when they are complete and internally consistent, which is a matter of preparation, not influence.
  • Represent you before the Canadian authorities unless they are registered to do so. An Indian consultancy may prepare and support your file. If it claims to represent you, ask for the name and registration number of the Regulated Canadian Immigration Consultant, lawyer or notary acting, and check it on the public register.

A realistic timeline

StageTypical durationDriven by

Language test and resultFour to eight weeksTest availability and retest decisions
Documentation assemblyFour to eight weeks, overlappingEmployer responsiveness
Time in the poolIndefiniteRound type and your score

The first four rows are the part a consultant influences. The last two are not. A firm that presents a total timeline as though every stage is within its control is overstating its role.

Fees and what they should cover

Expect professional fees to be separate from government fees, credential assessment fees, language test fees, biometrics, medicals and translation costs. Ask for this split in writing. Ask whether fees are stage-wise. Ask what happens if the rules change mid-process, because they change annually and someone has to bear the cost of refiling.

Professional fees are commonly non-refundable on refusal, because the work has been performed. That position is defensible when stated in advance. It is not defensible when discovered afterwards. The broader set of checks to run on any firm before paying is set out in our guide to assessing immigration consultants in Delhi.

How Meeras Resource works on Canadian applications

Meeras Resource Private Limited is registered with the Registrar of Companies, Delhi, under CIN U74999DL2022PTC404554, with its office at 913, 9th Floor, Hemkunt Chambers, 89 Nehru Place, New Delhi 110019.

We assess profiles against current category and provincial settings rather than against a headline score, prepare the credential, language and documentation file so it is ready before an intake window opens, and support the application through to submission. Where a profile is not competitive and no realistic route exists, we say so. We do not source job offers, arrange labour market documents or guarantee outcomes.

Frequently asked questions

Do I need a Canada immigration consultant in Delhi, or can I apply myself?

You can apply yourself. Immigration, Refugees and Citizenship Canada does not require a representative and does not give represented applications any priority. The value of a consultant lies in occupation coding, document preparation and stream targeting, which is where most self-filed applications lose points or stall.

Can a Canada PR consultant in Delhi represent me before IRCC?

Only if a Regulated Canadian Immigration Consultant, Canadian lawyer or Quebec notary is the named representative. An Indian consultancy may prepare and support your file. Ask who the registered representative is and verify them on the public register of the College of Immigration and Citizenship Consultants.

What CRS score do I need?

There is no fixed score. Cut offs are set per round and differ sharply between general rounds, programme specific rounds and category based rounds. Any figure presented as the score you need should be treated with caution. Check the official rounds of invitations page for current figures.

Should I pay for a job offer to boost my score?

No. Paying for a job offer or a Labour Market Impact Assessment is an offence in Canada and can result in your application being refused and a finding of misrepresentation, which carries a multi-year ban. Any firm offering this should be avoided outright.

How long does Canada PR take from Delhi?

The application after an invitation is processed against published service standards. The longer part is usually preparation: credential assessment, language testing, documentation and time in the pool. Preparation typically runs three to six months and is the stage you and your consultant actually control.
