Australia keeps its permanent intake at 185,000 places for 2026-27, but the split inside that number moved sharply. Regional places were cut by more than half while employer sponsored places rose. Which route is worth pursuing and what has changed with i

KEY TAKEAWAYS
There are four principal routes to Australia PR from India: Skilled Independent (subclass 189), Skilled Nominated (190), Skilled Work Regional (491) and Employer Nomination (186).
The 2026-27 Migration Program holds 185,000 places, with 132,240 in the Skill stream.
Skilled Independent places rose to 21,090 and state nominated places to 35,500. Employer sponsored places rose to 58,040, now the largest single category.
Regional places fell from 33,000 to 14,110, the sharpest cut in the programme. Any plan built on the 491 route needs rethinking on timing.
A skills assessment from the authority designated for your occupation comes before the expression of interest, not after. Applying under the wrong occupation code is the most common way an application fails before it starts.
The short answer
Australia PR from India is obtained through a points tested skilled visa or through employer nomination. The four main routes are the Skilled Independent visa (subclass 189), which requires no sponsor, the Skilled Nominated visa (subclass 190), which requires a state or territory nomination, the Skilled Work Regional visa (subclass 491), which is provisional rather than permanent and leads to PR after a qualifying period, and the Employer Nomination Scheme (subclass 186), which requires a sponsoring employer. All of them require a positive skills assessment in an eligible occupation before an application can be made. If you are still weighing destinations rather than routes, our overview of permanent migration pathways sets out the countries we advise on.
What changed in the 2026-27 Migration Program
The permanent Migration Program is the annual ceiling on how many permanent visas Australia plans to grant. For 2026-27 the Government set it at 185,000 places, unchanged in total from the two years before it. The Skill stream takes 132,240 of those places, over seventy per cent of the programme.
The total held steady, but the internal allocation did not. Anyone planning Australia PR from India should read the new split carefully, because it signals which pathways the Department expects to process in volume.
| Category | 2025-26 | 2026-27 | Direction |
|---|---|---|---|
| Employer Sponsored | 44,000 | 58,040 | Up sharply, now the largest category |
| State and Territory Nominated | 33,000 | 35,500 | Up |
| Skilled Independent (189) | 16,900 | 21,090 | Up |
| Regional | 33,000 | 14,110 | Down by more than half |
| Talent and Innovation | 5,300 | 3,500 | Down |
| Family stream | – | 52,460 | Broadly stable |
Two conclusions follow. First, the regional route has become considerably more competitive, not less, despite being the route most often recommended to applicants with lower points. A plan that assumes a subclass 491 nomination will be available needs revisiting. Second, employer sponsorship is where the Government has put its capacity, which makes securing an approved sponsor the single highest value action for many candidates.
One further figure matters and is easy to miss. Of the 185,000 places, 129,590 are prioritised for applicants already residing in Australia. The programme is structurally weighted towards converting people already onshore, which means offshore applicants from India compete for a smaller effective share than the headline numbers suggest.
Route one: the Skilled Independent visa (subclass 189)
This is the route most people mean when they ask about Australia PR from India. It is points tested, permanent on grant, and requires no employer, state or family sponsor. You are selected purely on your own profile.
The published minimum to lodge an expression of interest is 65 points. That figure is a floor for entry to the queue and has not reflected invitation reality for several years. In high volume occupations such as accounting, ICT and engineering, invitation scores have routinely sat far above it. Treat 65 as the point at which you become eligible to wait, not the point at which you become likely to be invited. The same gap between a published minimum and a competitive score appears in every ranking system, as our comparison of the Canadian, Australian, German and British points systems sets out.
Points are awarded for age, English ability, skilled employment experience inside and outside Australia, qualifications, Australian study, community language, a professional year, and partner skills. Age is the component that cannot be recovered: points peak between 25 and 32 and decline from 33, ending entirely at 45.
Route two: the Skilled Nominated visa (subclass 190)
Identical points machinery, with one addition. A state or territory nominates you, which adds five points and moves you from the national queue into that state’s much shallower one. In exchange you commit to living and working in the nominating state, usually for two years.
Each state sets its own occupation list and its own nomination criteria, and these diverge considerably from the federal settings. An occupation that attracts no interest in New South Wales may be actively sought in South Australia or Tasmania. Checking the state list rather than the national one is the difference between a realistic plan and a stalled one. Our Australia page sets out the states and occupation groups we currently track.
Route three: the Skilled Work Regional visa (subclass 491)
A provisional five year visa requiring nomination by a state or territory, or sponsorship by an eligible relative in a designated regional area. It carries fifteen points, the largest single award available outside employer nomination, and leads to permanent residence through the subclass 191 after three years of living and working in a regional area while meeting an income requirement.
This is the route most affected by the 2026-27 changes. Places fell from 33,000 to 14,110. The fifteen points still apply, but fewer places mean states will nominate more selectively and cut-offs within regional streams will rise. Candidates relying on this route should assume a longer wait and should hold a complete and certified document set so that a narrow intake window can be met.
Route four: the Employer Nomination Scheme (subclass 186)
Permanent residence through a sponsoring employer, with no points test. The employer must be approved, the role must be in an eligible occupation, and the salary must meet the Core Skills Income Threshold or the annual market salary rate, whichever is higher. From 1 July 2026 that threshold is AUD 79,423.
With 58,040 places allocated for 2026-27, this is now the largest skilled category. Most applicants reach it through a period on the subclass 482 Skills in Demand visa first, then transition. If you are unclear how a temporary work permit differs from permanent residence, that distinction decides which of these four routes is actually open to you. For a candidate whose points are not competitive, building towards employer nomination is usually a more realistic plan than waiting for a points based invitation that may not come, and our Work Permit page covers the temporary stage that precedes it.
The process, in the order it actually happens
Sequence matters more than speed here. Each step depends on the one before it, and the most common failures come from starting in the wrong place.
- Identify your ANZSCO occupation code and confirm it appears on the Core Skills Occupation List or the relevant state list. Everything downstream is built on this code being correct.
- Sit your English test. IELTS, PTE Academic, TOEFL iBT, Cambridge C1 Advanced and OET are accepted. Superior English is worth twenty points against ten for proficient, which is the largest controllable swing on the points test.
- Obtain a positive skills assessment from the authority designated for your occupation. The Australian Computer Society for ICT, Engineers Australia for engineering, CPA Australia or CAANZ for accounting, VETASSESS for a wide range of others. Each has its own evidence and certification rules and its own processing time.
- Lodge an expression of interest through SkillSelect, selecting every route you are eligible for rather than only the one you prefer.
- Apply for state or territory nomination where you are targeting the 190 or 491, inside the state’s published intake window.
- On receiving an invitation to apply, lodge the full visa application with supporting documents within the sixty day window.
- Complete health examinations with a panel physician and provide police clearance certificates from India and from every country where you have lived twelve months or more in the last ten years.
What goes wrong most often
- The wrong occupation code. An applicant claims a code their duties do not actually match, the assessing authority rejects it, and the English test and document work done in support of it has to be redone.
- Experience letters that do not state duties. Assessing authorities match the letter against the ANZSCO description. A letter confirming employment without describing the work will see that period discounted.
- Treating 65 points as sufficient. It admits you to the queue. It does not predict an invitation.
- Letting a skills assessment or English result expire while waiting in the pool. Most skills assessments are valid for three years and English results for three years for migration purposes. Track both.
- Building the plan on a single route. Candidates who lodge an expression of interest for 189 only, when they also qualify for 190 in two states, remove their own best options.
How Meeras Resource supports Australia PR applications from India
We assess a profile against the current points settings and recent invitation results rather than against the published minimum, confirm the correct occupation code before any money is spent on assessment, prepare the skills assessment file and the employment evidence that supports it, and manage the expression of interest and nomination applications through to lodgement. Where the points are not competitive and no realistic route exists, we say so rather than starting a process that cannot finish.
We provide consultancy, documentation and preparation support. Selection and visa decisions rest solely with the Department of Home Affairs and the nominating state or territory. If you are comparing firms, the checks in our guide to assessing an immigration consultancy before you pay apply to us as much as to anyone else, and you can reach our Nehru Place office through the contact page
Frequently asked questions
How many points do I need for Australia PR from India?
Sixty five points allows you to lodge an expression of interest. It does not predict an invitation. Invitation scores are set per round and per occupation, and in high volume occupations they have consistently sat well above the minimum. Check recent invitation results for your own occupation before planning around a score.
Which is the fastest route to Australia PR from India?
For candidates with competitive points, the subclass 189 is the most direct because it involves no sponsor or nominator. For candidates whose points are not competitive, employer nomination through the subclass 482 and then the subclass 186 is usually more realistic, even though it takes longer, because it does not depend on winning a points competition.
Do I need a job offer for Australia PR?
Not for the subclass 189, 190 or 491. Those are points tested and select on profile. A job offer is required for the employer nominated subclass 186 and for the subclass 482 temporary route that commonly precedes it.
Is the regional route still worth considering in 2026-27?
It still carries fifteen points, the largest award outside employer nomination. However, regional places were cut from 33,000 to 14,110 for 2026-27, so competition within regional streams has tightened considerably. It remains viable but should not be assumed to be the easy route it was previously described as.
How long does the process take?
The visa application itself is processed against published service standards that vary by subclass. The longer part of the timeline is usually the preparation before an invitation: the skills assessment, the English test, and the wait in the pool. That preparation stage is the part within your control.
