Each province and territory signs an agreement with IRCC permitting it to nominate candidates who meet its own economic priorities.
A nomination supports a permanent residence application. The application itself is still decided by IRCC, not the province.
An Express Entry aligned nomination adds 600 CRS points, which effectively secures an invitation to apply in the next draw.
Base streams operate outside Express Entry, on their own timelines, and do not require an Express Entry profile.
Candidates must demonstrate a genuine intention to live in the nominating province, which is assessed at application.
Quebec selects its own immigrants under a distinct system and does not participate in the Provincial Nominee Program.
Every province and territory except Quebec and Nunavut operates a nominee program. Each runs its own streams, criteria and intake schedule.

Operates a points-assessed registration system across skilled worker, healthcare and technology streams, with a separate entrepreneur category.
Streams for Express Entry candidates with an Alberta connection, alongside dedicated tourism, hospitality, rural and entrepreneur routes.
Includes an occupation in-demand stream that does not require a job offer, assessed against a points grid and the province's in-demand occupation list.
Prioritises candidates with an established connection to the province through work, study, family or a formal invitation under its expression of interest system.
New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador each run nominee streams alongside the Atlantic Immigration Program.
Criteria differ considerably between streams, but four factors appear in almost every provincial assessment.
Your occupation must appear on the province's in-demand list, or match the stream you are applying under.
Previous work or study there, family ties, or a job offer from a local employer. Several streams require one of these.
Minimum language levels and educational requirements are set by each stream, and are frequently lower than federal thresholds.
Evidence of funds to support yourself and your family during initial settlement, waived by some streams where a valid job offer is held.
Provincial streams open and close without long notice, so identifying the right province and being ready to respond is the substantive work.

Create the federal profile where an enhanced stream applies.
Apply to the province and provide the documents it requires.
Following nomination, the permanent residence application is decided by IRCC.
